This sounds like the stun gun used on Princess Leia:

Lynntech of College Station, Texas, is developing a projectile that can be fired from a shotgun or 40-millimetre grenade launcher. Grenade launchers are already used by riot police to fire tear gas and baton rounds. On impact, the device sticks to the target and delivers an 80,000-volt shock for 7 seconds, using a pulsed delivery similar to that used by Tasers. Further shocks can be triggered via remote control.

Still, I imagine this is a lawsuit waiting to happen. What happens if they shoot someone with a pacemaker?

  4. Well…this isn’t that big of a deal. I can’t find the story, but apparently about a year or so ago, some company developed a wave-based device suitable for use in crowd control. It didn’t even require little metal barbs to deliver its effective ‘stun’ power. If I find the story I’ll post it….
